OpenAI DevDay 2026 for Developers: Codex Cloud, Agents API, Decisions API and Plugin Extensions

OpenAI DevDay 2026 gave developers the biggest toolkit update in the company's history. Codex now runs in the cloud, the Agents API can operate software, a new Decisions API handles fast routing, and ChatGPT plugins can finally render native interfaces inside ChatGPT.

Codex: from terminal tool to cloud platform

Codex in the cloud

Codex is no longer tied to your laptop. You can start a task on your computer, steer it from your phone, or run it entirely in the cloud from any device. Reusable development environments let tasks spin up quickly and give your team a shared setup with approved settings and permissions.

For teams this solves a real pain: long-running refactors and test suites no longer die when you close your lid.

A refreshed Codex CLI

The Codex CLI picked up several quality-of-life upgrades:

  • Voice input to start and steer tasks hands-free.
  • A new /agents view to delegate and track several tasks at once.
  • Better prompt editing, session resume and worktree support.
  • A cleaner terminal UI that is easier to read in long sessions.

Code Review in the ChatGPT desktop app

The new review experience lets you read summaries, explore diffs and ask Codex about potential issues before leaving feedback on GitHub pull requests or GitLab merge requests. With automatic reviews switched on, Codex takes a first pass in the cloud while you are away.

Codex Security Cloud

Codex Security Cloud scans whole GitHub repositories on demand or on a schedule, then keeps checking new commits. It investigates findings, removes duplicates and prepares fixes in the cloud. It also includes access to the models offered through OpenAI's Daybreak Blue security program without a separate application.

Agents API now supports computer use

The Agents API can now drive software through computer use, so your agents can click, type and navigate apps that have no API. It also brings Codex's internals into your own product:

  • Multi-agent orchestration for splitting work across agents.
  • Tool search and tool calling for large tool catalogs.
  • Context compaction so long-running agents do not blow past their context window.

If your company is standardized on AWS, Bedrock Managed Agents, powered by OpenAI offers the same core capabilities running natively in AWS and integrated with AWS resources (AWS).

Decisions API: fast, constrained answers

The Decisions API focuses GPT-6 Luna on a set of questions you define, each with a finite list of allowed answers. You pass context as text or images and get back a structured choice.

Good use cases include:

  • Content moderation: allowed, needs review or blocked.
  • Support routing: billing, technical or sales.
  • Agent control flow: pick the next tool or step from a fixed menu.

Because answers are constrained, you avoid parsing free text and get predictable output for your code. It is in limited preview now, with a broad release planned in the coming days.

ChatGPT plugins become a real app platform

Plugin extensions

OpenAI is opening the same platform it uses to build ChatGPT's own features. Plugin extensions let your plugin:

  • Have a home in the ChatGPT sidebar.
  • Render interactive panels that sit beside the conversation.
  • Provide viewers for your own file types.

With ChatGPT at 1.2 billion weekly users, this is a significant new distribution channel for SaaS products.

Easier building and discovery

A new Plugin Creator helps you build plugins, and a redesigned submission flow gives clearer feedback during review. Improved ranking surfaces relevant plugins in the directory and inside conversations. Users still choose which plugins to use and approve each plugin's access.

MCP Events for automations

ChatGPT now supports the proposed MCP Events specification. Plugins can start automations when something happens in a connected app. For example, ChatGPT can watch a project board, and when a new task arrives it reads the linked documents and drafts a plan, even while you are away.

Plugins inside Sites

On Business, Enterprise, Healthcare and Edu plans, supported plugins can now run inside ChatGPT Sites. Teammates use the same app with their own connected data and permissions.

Speed, identity and privacy

  • Ultrafast: up to 6x faster token generation in the API for GPT-6 Astra, with GPT-6.1 Sol support coming soon. BGR reports it costs six times the standard price (BGR).
  • Sign in with ChatGPT: users can log into partner tools with their ChatGPT account, and Plus and Pro users can spend their plan allowance in 16 partner tools including Devin, Notion, Vercel and T3.
  • Private Intelligence: Zero Data Retention with Private Safety Processing runs automated safety reviews without OpenAI staff seeing your content. A Private Inference preview using confidential computing is due this fall.
